The goal was to establish a Corridor Improvement Plan to meet corridor needs outlined in the Northwest Quadrant Feasibility Study while addressing impacts on the Golden community.

Muller led an extensive community outreach process to determine community concerns and desired project outcomes. Conceptual design elements included roadway design, traffic analysis, noise mitigation measures, aesthetic considerations, cut and cover tunnel options and alternatives analysis. Golden Mayor Chuck Baroch commented that the project developed consensus where initially, people were ready to lie in front of bulldozers.
