Kelly is a senior project manager and team lead in Muller’s Planning & Program Management group. She is experienced in environmental planning, including regulatory compliance and document preparation. She manages and prepares all levels of National Environmental Policy Act (NEPA) and Planning and Environmental Linkages (PEL) documentation.

Kelly thrives on collaboration and works closely with engineers and planners to seamlessly orchestrate projects from conception to completion. Understanding the intricate balance of involving project leadership and stakeholders, she ensures they receive timely and accurate information that enables informed decision-making and valuable feedback to further enhance project outcomes. She is highly experienced in building strong relationships with stakeholders.

Kelly recently authored a chapter titled “Approaches to Resilient Infrastructure – Planning and Design” in the recent publication Current Thinking in Climate Adaptation for Design Professionals (Gary and Churchill 2021).  She also serves in the board of WTS Colorado and is a co-chair on the Environmental Committee for American Council of Engineering Companies (ACEC).
